Legal Question in Personal Injury in New Hampshire

The Dept. of Safety of the State of NH published a false accusation against me on its criminal offender website erroneously accuse me of child pornography offenses of which I was never convicted, tried, charged or even accused. Despite 5 years of protests and notices of error (legally supported and documented), they persisted, denying any error (despite readily available resources) and turning an utterly deaf ear to my petitions. Can the state, the agency, or the specific employee(s) responsible be sued in Superior Court for defamation and libel (defamation is also a criminal offense in NH [NH RSA � 644:11])?
