Not necessarily. Records recorded in the appropriate registry of deeds, combined with actual use of the premises, will determine what rights exist in a beach. Other factors will be the type of beach and the type of water body the beach abuts.

The answer to your question would be found by examining the chain of title to the land in the area. Ownership of land is controlled by deeds. The existence of a public road through a parcel does not usually change the ownership of adjacent tracts. Sometimes the answer to the question you pose is easy. Other times it takes extensive work.
