Buying property with a medical lien?

I wish to buy a property with a lien from the state, owner is in a nursing home, daughter is selling. State says she must sell for minimum tax assessment value. Is there a way to settle the lien for less? I want to help the family, and buy the house. If they sell to cover the lien they get nothing. How can I make this a win-win situation?

In response to your question, liens and attachments can always be negotiated IF the other side is willing, which they may be -

Deal directly with the party holding the lien or attachment, and negotiate it down as far as you can, get a discharge from them for recording once the lien or attachment has been paid.
