Is it a law that a co-borrower on a refinance on the home has to be named on the Deed?

No, why would it be? Most lenders(particularly these days) would be happy to have extra co-obligors on the house note who are not necessarily listed as owners on the deed.

I am not aware of any such law in New Hampshire. However, the lender may, under most circumstances, require reasonable protections to get their money. You do not indicate if the lender is private or a commercial entity. You should consult with an attorney to review all the facts and circumstances of your case.
