Is it criminal or civil to rip off a home builder?

A person is building a home and contracted another to do it. Money was paid to cover the foundation and more. The work started and before foundation was completed more money was requested. After haggling about it the contractor abandoned the project. Work that was done may have come to $14000 of the $30000 given. If this is criminal why do cops tell me to see a lawyer? If it is a civil matter, what is the best way to get my money that is owed?

It could be both but most likely you will have to pursue a civil claim. What you can claim will depend upon if the deal was to do the entire house; his actual cost for what he did; and what it will cost you to complete the job using someone else. It is a lot of money and you should not try to do on your own.
