joint ownership

My partner is moving out. Can I legally change the locks when she tells me she is no longer living here. Both our names are on the deed.

You may change the locks. However, you'r partner may return and break open the door without any criminal liability. Perhaps the two of you need to determine what is to happen to the house. Since you both own it, a legal Petition to Partition may be filed in a court of proper jurisdicition if the two of you can not come to an agreement. You should consult with an attorney so that a full examination of the facts can be made.
