Landlord Requirements

My fiance lives in a tenament housing project where the rooms are one room, a small 10 X 14 foot room. When he moved in the landlord told him the room would be repainted, that never happened. It has been six months now and he has no heat in his room, the door is broken so that it can't be closed properly or locked and the room is still sheet rock and putty. The building has since been sold and the new landlord wants to raise the rent without fixing the problems. He has also threatened to evict him because of this. Does my fiance have any legal way to force him to fix the problems or can the landlord legally evict him??

You don't say whether or not your fiance has a lease so I can't give you a specific answer. Your fiance can withold the rent to pay for the repairs but this must be done in strict accordance with the law. If there is no lease, the tenant can be told to vacate in thirty days for almost any reason. There may be a possible claim of interference with quiet enjoyment if the apartment is in such a state of disrepair that it can't be used for its intended purpose.
