If I have a right of way over a private way to access my property in Alton NH, do I share the responsibility of the road's maintenance (plowing and paving) with the owner's of the private way

It actually depends upon the wording of the right of way but typically the user of the right of way is solely responsible for the maintenance of the ROW. The owner just cannot do anything to prevent you from using it.
