My next door neighbor and I are thinking about building a single set of steps that would run down both property lines and then split off. If we do this and one of his friends or renters falls on the steps, does this leave me liable?

This is an item which you should review with your insurance carrier. I would also suggest you check with the local code enforcement officer as structures built on or close to a sidline may violate building codes.
Shared steps also raise a question as to who is responsible for maintenance and cleaning. If either of you go to sell your property, this issue needs to be carefully crafted as part of the deed to your home.
