if New York files a tax warrant against me and I am now a resident of new hampshire can NY attach new hampshire property and bank accounts

Not without going through some legal hurdles, but ultimately NY can pursue you as any other creditor could do. Best idea is to work out some kind of payment plan to forestall the whole collection process.
