accident with ambulance ambulances fault

my boyfriend was just in a accident with my truck a ambulance rear ended him and the guy got out of the truck said sorry i didnt see you and told him he has someone on life support and took off without exchanging information is this legal

It may or may not be illegal under the circumstances; however, it will be relatively easy to locate the company and driver and make a calim against them.
