If a deceased parent leaves money to his children with specific instructions to set up trust for them and turn control of said trusts over to them when they reach the ages of 26, and that is not followed, what if anything can be done?

Your question requires further information. Did the parent leave a will? Was the will probated? If there was no will and no probate, then there is a need to investigate specifically how the instructions were given and what monies were set aside.

If there was a will and it was properly probated, then a petition filed in the probate court would likely address the matter of management of the funds and distribution upon the beneficiary reaching the required age.
