Is there a probate tax to the state of NH. and is it manditory to make an inventory of items if all parties agree who gets what?

As a general rule there is no current tax on inherited property. There are some quirks relating to out of state decedents. If the death calls for administration under the probate laws of New Hampshire there generally is a requirement for an inventory, bonding and filing of a full and final accounting. Receipts must be filed too. There are some exception to this general rule. An analysis of the family situation and assets and liabilities would need to be performed in order to provide a more accurate response. It would be benefical for you to consult with an attorney and provide all the details.
