can a person with durable power of attorney change the benneficiary on the will of the person they hold the dpoa for?

Unfortnately this is one of those "it depends" type questions. An examination of the actual DPOA would be required to see the full scope of authority granted. Also, note that there is a fiduciary duty imposed when someone acts as the agent under a power of attorney. If the change is truly not consistent with good judgement, the action may be challenged.
