what can happen if an executer of a will spends the money or dispurses the money amongst family members who were named not to inherit anything in a will.

Such action would be a serious violation of the Executor's fiduciary duties. This should be brought to the attention of the court as soon as possible. Challenging the actions of an Executor is something which sould be done only as a last resort. Discuss the situation with the Executor and if you do not get a reasonable response, it would be a good idea to meet with an attorney to review the matter in greater detail.
