barrier free construction in an adult community

Before signing a contract to build in an adult community, I asked about grab bars because I am disabled, and was told they will install them in the bathrooms at no charge.

Now the design coordinator says they will not install them. She also said that there may be steps leading into the new home because of the basement - the models with basements had no exterior steps! I asked if they can grade the sidewalk to eliminate steps. She did not believe they would accommodate that request. I have difficulty navigating.I use a cane and recently purchased a ''scooter''. Are adult communities subsidized by the state? This house is expensive - don't I have any rights to barrier free access to it; and safety (grab bars) items in my bathroom - installed by the builder?

All the disability laws I have read seem to cover ''public housing'' - what are my rights, building a home in a 55+ adult community?

I feel if they can contour the ground to have a car access a garage then they certainly should provide the same for a human being gaining access to their home. Are their any laws covering this?
