Husband demoted in a Federal Position due to Dyslexia

My Husband works for Picatinny Arsenal, N.J. He has been harassed and now demoted by his supervisor; from Personnel to a supply assistant who runs training courses because of Dyslexia. His former position before was in the Training branch where he received awards and High appraisals, but they wouldn't put him back there. He had to sign papers for this move that include a forced retirement date, a no complain, no sue , and no greive clause. He was told if he didn't sign he would be removed from government service. This has been going on for 2 years and has caused emotional damage to our relationship and family. The harassment has been so great he has to be medicated for the stress and depression it has caused. Our life as we once knew it is gone because it has drained us emotionally from one another. Our whole family is suffering the ill effects of this. I personally want to sue them for what they have done to me emotionally. I want someway for them to be forced to put my husband back into the training branch. They wouldn't even let my husbands friend from MER/EEO talk to him. There is a lot more but space is limited.
