Domicile Ceritificate in US

This is a question for my relative, husband,wife and their son. Husband and Son are US citizen and used to live in US before 17 years. And wife had greencard. But they had to go back to india and wife surrendered greencard. Now they all want to come back to US. Husband and Son can come anytime. So Husband filed for Immigrant visa for his wife. But he needs to submit his Domicile certificate from US. He is currently not living in US. But he used to live here. Can he get Domicile Certificate of US? And What is the procedure to get that certificate?

If someone can help, that would be great.
