Legal Question in Bankruptcy in New Jersey

I was wondering if i can file chapter 7 i make 30,000 yr and have about 15,000 of debt in my name? also i was wondering i have 17,000 not in my name can i take a lone out to pay that then file

If you are asking whether you can borrow money with the intent to discharge the loan in bankruptcy, the answer is that would be against the rules.
