Legal Question in Bankruptcy in New Jersey

bankruptcy and DMV surcharges

I have 15 year old NJ DMV surcharge totaling about $17000 dollars (including a $2000 licence resturation fee so I can get my California Drivers Licence) along with that I owe some creditors (chevron/cell phone ect) so I was thinking about filing for bankruptcy but only if it will include and remove the DMV charges. What are the laws for that and if bankrutcy will not clear the dmv then what can I do (other then send them the $1000+ dollars a month on their payment plan)I was also thinking of getting a moter/moped licence so I can get around legally. Can I do this if I owe NJ?

I can't tell what the surcharge is for. That seems like an awful lot. Certainly, interest can add up, but that seems ridiculous. Typically, if a person does not show financial responsibility at the time of an accident in CA, a BK usually will wipe out the debt caused by negligence (but not drunk driving or driving while under the influence, or an intentional injury). Don't know if that information helps, but that's the best I can do with the limited info.
