As a minor, you cannnot enter into contracts or obtain financing. Thus for most businesses you must be at least 18. Certain exceptions (paper carrier) exist. It would depend upon what type of business is to be considered.

For almost all business purposes, you need to be an adult (over 18), since you cannot enter into binding contracts. Informal businesses like baby sitting, cutting grass, etc., usually do not require contracts, so you can do these things as a minor. If the business has a good idea and you need an adult to start it on your behalf, let one of your parents start the business, with the ownership in their name as guardian for you, and then transfer the ownership to you when you become an adult. This could be done simply by starting the business as an LLC (Limited Laibility Company) with your parent owning 1% and you owning 99%, in their capacity as guardian.
