Chiropractic medicine practice
Is it legal for a person who is not a chiropractor or medical professional, to be an owner or partner of a chiropractic office as long as they have a chiropractor working for them?

No, only licensed practitioners may be an owner of the operating business. They can be an owner/landlord of the premises within which the practice operates.
