That depends on what you mean by "closes the business." Certain large companies have to give the employees notice before they permanently shut down operations. Other employment situations are covered by individual contracts or collective bargaining agreements. Absent one of those situations, an employer need pay its employees for actual time worked but not for time that might have been worked if the employer had not closed.
