is there any legal action I can take against a dealership that wont send me my license plates?

Yes, it is fraud for them to take your money and not give you the plates.

As a Franchise Attorney I can only add the following. Assuming you're the innocent party here, have paid for the car, etc., you are entitled to the license plates. Be sure to document everything that's been said and done. If you haven't done so already, send them a registered letter with all this information and a demand for the license plates. Consult with a good business or franchise attorney in your area for specific advice.
