If I want to make something like a magazine that reviews a bunch of colleges, do I have to obtain the permission from the collges to use review them or can I just do it?

I do not believe you need permission, but you should have a disclaimer indicating how your reviews were created. Look at US News and World Report who runs an issue annually. I do not believe they have permission from every college reviewed.

You do not need permission to review the colleges. However, if you intend to use their logo or other intellectual property, you would need permission.
