Can a plumber charge a finance charge, processing fee and late charge on a bill that I have been making regular payments on?

It depends on your agreement with the plumber. If your agreement provided for these fees/charges, then yes. If your agreement did not provide for these fees/charges, then no. Did you sign anything to authorize the job and agree to the price? If so, be sure to check the back of the document for written terms. Then see if the fees/charges are set forth. If not, then resist them, or at least ask the plumber on what basis he believes he can charge these items. There is no automatic right to do so. It must be set forth in the agreement.
