I second what Mr. Davies said. Any expert report is written by the request of someone, for a specific reason. As an attorney, I send a written request to the expert, the expert then asks for all records necessary to review to make his report, the report should give a review of the important facts, give his analysis, state they find to within a reasonable degree of engineering certainty or scietific certainty, or medical certainty or legal certainty or "whatever standard" certainty, and it must be signed. The expert need to also state his experience and training (or supply their resume/CV) that makes him or ner competent to give their opinion. The report can NOT be re-drafted and used, it must be used in the form it was issued in. If a report is not complete enough, if it lacks any needed component, then it is not usable, or may be what we call a "net opinion", which is not useable.
