Refurbished cell phones
Is it legal to sell a ''refurbished'' cell phone and not tell the customer that it is not new? Also, the box and phone had no sticker or markings that indicated it wasn't new. Isn't this fraud?

It could be, so contact either your local or the State office of Consumer Affairs and file a complaint. You might also want to file a complaint with the Better Business Bureau, which you can do on-line at their website.
