Selling Beer in NJ
Is it possible to re-sell beer in NJ --- a delivery service without a liquor license? Also, can I create a simple written contract that the person buying the beer is of age and takes full responsibility of the purchase?

No. You must have an ABC license and a place of business to sell any alcoholic beverages in NJ. You can sell only from the licensed place of business. In order to transport alcoholic beverages for subsequent resale, you must either hold a license and be transporting from the wholesaler to your own retail place of business (in a vehicle marked with your license number) or you must be a licensed wholesaler. Wholesalers cannot also sell retail nor can a company controlled by the same people own both a wholesale and a retail license. So, the entire business that you propose is impossible even if you had a license.
