What sort laws should I be aware of if I want to start a liquor delivery service in NJ

First, you should know that New Jersey law does not permit a liquor delivery service. Licensed liquor distributors are the only persons who can transport liquor except that consumers can transport what they own and retail license holders can buy at distributors and transport to their licensed premises. Consumers cannot resell. So, the service that you suggest is not permitted.
