Legal Question in Business Law in New Jersey

Work from home jobs are skeptical. On craigslist there are many scams. I think I fed into one, nothing serious, but I want to understand if it really is a scam or not. There was a job opportunity that said I would be reviewing posted advertisements and marking down information and contacting people via email. I could work at my own pace and depending on how much time I invested is how much $ I would make. They then asked for $5 non-refundable payment via paypal for training materials. When I received the training materials, it basically was a 20 pg guide on how to re-post the ad that they posted (the one I responded to) and make money through people who were interested and paid for the training materials. That didn't sit well with me, so I didn't go through with doing it myself, but I did email them and asked them if it was a scam, etc. They replied back to me that it is totally legit and not a scam because people are getting something for their money. It is not like they are getting nothing for what they paid for. Is this a scam?

In a sense, yes, but probably legal. This is sort of like a Ponzi (pyramid) scheme, where you make your money by drawing in other people, but you did receive something (probably glib and instructing you to do the same thing you were enticed to do), so this is what makes it "legal". I always tell people that if it sounds too good to be true, it usually is too good and not true..
