Legal Question in Civil Rights Law in New Jersey
Does an employee have the right to refuse to sign a document forced upon then by an employer with blank spaces on it for the employer to fill in later giving legal impression the employee had agreed with everything on it.

You should never sign anything with blank spaces. In addition, you should carefully review every document you are asked to sign and have any question you have answered to your satisfaction before you sign the document. If you have any doubts about what you are asked to sign, tell the other party that you need some time to review this and then take it to a lawyer for review and advice.
