Should Law enforcement officials notify the community when a convicted sex offen
please explain why the 8th amendment prohibition against ''cruel and unusual punishment'' and ex post facto laws have been raised to challenge the provisions of the law. please disscuss some of the cases and court interpretations?

The basic premise is that the criminal is being punished twice. Once by incarceration, and once by having their name made public long after the act. That is the basis for the claim. Some courts have found it colorable and enjoined enforcement of the law.
