Legal Question in Civil Rights Law in New Jersey

law: wandering??

i know someone who was traveling thru Hillside, NJ to visit someone at a hospital. on the way they got lost, pulled over to the side of the road and began looking at a map to find their way. while there a Newark police officer came up with his lights on and proceeded to harass this person. the officer told him he KNEW he was there to by heroin (??) and after looking at his license/registration, told this person that he didn't belong in Hillside because he did not live there. said that its called 'wandering' and if he wasn't from Hillside he had no business being there (??) can someone explain this to me.. please. also, the officers searched the car, messed things up inside, never issued any summons and kept this persons license.. what is going on?! cause what happened here seems like a gross civil violation.

This sounds like an abuse of police powers. You or your friend should file a complaint with the civilian complaint review board or any similar agency with oversight of police behavior or the city of Newark.
