is it legal to record conversation between manager and employee in workplace?

Not necessarily so, however, it all depends on what you do with the recorded information and if there are any rules barring such conduct in your workplace. In the context of "catching your supervisor or subordinate in questionable conduct or admission of wrongdoing" this almost never is a good idea because there are less onerous methods of noting workplace conversations. My advice is, don't do it unless you are assisting a law enforcement officer in conducting a criminal investigation.
