do a police officer have to tell why he pulled you over

I was pulled over in my car and the officer would not tell me whey i was being pulled over then he gave me a seatbelt ticket. there was no way he could see in my car i have tinted windows and the back of my car is raised and you cant see the occupants in the front seat

Police officers are permitted to stop your vehicle for failure to wear a seat belt. If you request a trial, a judge will make the determination if the officer was able to make the observation or not. Be aware, the odds are not in your favor on that issue.
