Legal Question in Constitutional Law in New Jersey

I have called the police about the obscene volume of a church half a block away four times with no action. I have also written the mayor and my city council representatives with no response. What legal rights do I have? (I should mention that I also called the church twice and requested that they turn down their speakers. Services are held late Friday night, sometimes past midnight and on Sundays).
