If you wanted to cite a case outside the state jurisdiction in which you are, would you use the Full Faith & Credit clause of the national Constitution as your authority to do so, or what?

No. Cases from other states are not binding on courts in other states. However, you can cite them by saying that the case is persuasive and that the court SHOULD follow the case's reasoning.
There is no need to cite full faith and credit.
