police checking licenses without a crime

Do the police have the right to sit in the parking lot at Wawa and run the license plates of the customers in hopes of finding criminals?

Yes. License plates are on display for all to see, so the police do not violate anyone's rights by looking at them. Checking to see if they belong to a wanted suspect likewise does not violate anyone's rights.
