Permits never pulled

I hired a local GC to do

1. remodeling of my kitchen (Added some new cabinets, moved the stove, added a couple electrical outlets, kept sink in same place, moved radiator, tiled floor, granite counter tops - it looks lovely, by the way :-)

2. put up a new flush mount header in the basement to increase the support of the kitchen floor

3. remove and replace framed walls in the basement

4. added a couple electrical fixtures in basement

The work is almost completed. I find out today he never got permits, said we talked about, and I told him to do the work with out permits because it was cheaper. NOT. But what happens now? Do I need to go get the permits and have everything ripped out? Help. I admit I was a stupid consumer who trusted the GC based on work he had done for my neighbor and other in the town. How bad is it that he didn't get the permits and what steps do I need to take to fix this, if any?
