school board of education obtaining site work permits
Is it legal for a school board of education to put a site work construction job (clearing of land and building parking lots and sports fields) out to public bid without obtaining the proper permits first?

Certainly. Most bid state that there is no guarantee that a contract will be awarded. Sometime the contract contemplates that the successful bidder will be a participant in the process of obtaining permits and that continued work is contingent on success in obtaining permits.
