i am a small contractor in jersey have 2 contracts with general contractor he paid a percentage for rough plumbing after inspection then stopped payment on check. the other contract was plainly written on percentages and he dissagreed to pay on persentage after work was done

I would need to review the specific contracts executed by the respective parties, but assuming that he had no legal basis to stop payment and you performed in accordance with each contract you should be able to bring an action for breach of contract or other relief. You need to supply more info to get any answers. Did he tell you why did he stopped payment? Did it pass inspection? Was it complete? You can file a lien, which would put him in a bad position, needing to explain he was paid, but he is not paying you. Any lien MUST be filed in the proper form, or it will fail. It must be filed within 45 days of the last day you performed work on the property, and since it is residential, you would need to first go through expedited AAA arbitration.
