Car Loan Payment and required insurance

Hello I live in New Jersey and friends

of mine have also a car loan as I do

... when their balance is $5000 or

less.. they dont need to have full

coverage on their vehicle..is this true

in NJ..and where can I possibly find

this information. Thanks for you help
