Horse neglect

I am writing to request infomation about a possible benign neglect case. This is a summary of the situation. I own two horses and recently boarded them at a stable. Our horses were there from October until yesterday, January 26th, 2006. I felt as if the conditions of the barn had greatly gone down hill. The horse were standing in puddles of urine, not being fed enough food, and the barn often ran out of hay, therefore very little hay was provided. I was lucky because I felt my horses' health was greatly compromised in this situation and relocated him to another barn. Both horses are extremely skinny and lost a considerable amount of weight in a short amount of time. I want to know what I can do or who I can contact to make sure this does not happen to others. The owners are very vindicative and when I explained to them I was leaving, they cut their food in half. As soon as I realized this, I took them to a new barn. I know they are safe now and in good hands, but if we had stayed there much longer that may not be the case.

Can you offer any advice or guidance about this situation? I am afraid for the other horses who may be there long term and suffer. Thank you,--name removed--
