NJ Based Company refusing refund
I live in Hawaii and tried to buy a camera from a website based in New Jersey. After speaking with the salesman, it seemed like a bait & switch scam and my credit card was authorized. 30 minutes later, I cancelled the order and they said that I needed to pay a percentage of sale for the refund. They also said that they will not refund the warranty I purchased even though item was never shipped!
Can they do that?
Can my credit card company refuse to make the payment to merchant because they are trying to sell me something I didnt order?
After researching, it seems as the company has done this before. I dont know who to contact, Hawaii or New Jersey?
I asked to speak to a manager of the company, and the salesman says it is him and he is giving me a difficult time in trying to get my refund.
I dont know who to contact about this situation because I cant get my refund until I send a payment to them.
Any ideas?

Contact your credit card company and ask them to charge those transactions back to the vendor.
