Legal Question in Consumer Law in New Jersey

I paid for airline tickets online thru paypal. The money got paid to the seller and I did not receive the airline tickets. Paypal did acknowledge that the transaction was fraudulent and returned a part of the money that is $1600/- and refused to pay the remaining money $3599.00 saying they are unable to recover the funds from the seller and asked me to dispute it with my credit card. I did the same and I was given a temporary credit by Chase Bank and the bank came back saying they are unable to help me and revoked the temporary credit and closed the dispute case. I am left in the dark and nobody is helping me. I have email from paypal saying the transaction was fraudulent and the case was in my favour but are unable to help me. I need help desperately. How can I get my money back?

The backcharge services offered by the credit card companies should not be relied on as a primary means of assuring seller quality. When they help, they help. Sometimes, they can't. Your primary recourse is always against the seller. Have a business lawyer look at the facts to determine whether you have a suit that can be pursued economically.
