I hired a website designer to creat a site for my company. I did not make the final payment as per contract and the designer took the site down. Is this legal?

Well, it depends on the contract. What does the contract say? Also, was it a web design agreement only? Or was it also a web HOSTING agreement as well? If it was a web hosting agreement, you better believe they can take it down. That's like a lease. If it was a web DESIGN, then it will be governed by the contract, which probably has a provision for taking down the product in the case of non payment.
