Credit Card Companies

After fees being charged to my account I am over my credit limit and I am late paying my monthly payment. I am really trying to pay this debt down. I have received three phone calls so far this week from this company. I told them on the first phone call that I will be making a payment as soon as I get my disability check the third week of the month. Are they legally allowed to continually harass me by calling me all of the time?
