Is the surviving spouse liable for any outstanding credit card balances generated by the deceased if the credit cards were issued in the deceased's name only?

Generally, no. However, the estate is liable for all the legitimate debts of the deceased spouse so long as there is money to pay. So, although the surviving spouse does not have to pay from his/her own assets, the credit card debts are payable from any assets that come into the estate. Such assets may be from personal savings, joint bank accounts, automobiles, etc to the extent that those assets are not depleted in paying debts that the law gives a higher priority.
