I've never heard of this before, but I don't see why not. Anyone is free to call your neighbors and ask them if you live next to you, etc. If you have creditor's hounding you, I suggest you speak with an attorney. Its not expensive to get an attorney to help you with a matter like this.

Yes, absolutely, for the purpose of acquiring location information about the consumer/debtor. However, the Fair Debt Collections Practices Act (FDCPA) regulates the nature of disclosures that a debt collector may disclose when communicating with a person other than the consumer, and regulates the frequency of such communications.
Most reputable collection agencies engage in extensive training and continuing education of their collectors to ensure compliance with the FDCPA. They are able to comply with FDCPA and still collect the debts they are pursuing (just some more hoops to jump through basically).
